The Council of the Covenant

When the city of Santa Barbara was created, gods and supernatural beings were drawn to it even then. The creation of the Society of the Nine was necessary to uphold the peace as well as to ensure the continued enforcement of the Covenant between the city and the supernatural community. This helps to keep the city and it's inhabitants safe as well as to keep the supernatural community safe and in check as well as secret to boot. If those in the supernatural community were to break the Covenant, the consequences would be dire.
<p>
The Society of the Nine is just one side of the coin though. On the supernatural side, they too have a Council that preside over their own with representatives from each species. The various pantheons of gods have their own representative on the Council (these rotate out according to what pantheon the issues are currently affecting) as do the Vampires, the Werewolves, the Witches, and the Barons/Baronesses of Summer and Winter courts for the Fae. The Society of the Nine also send a representative to sit on the Council to represent the interests of the mortals of the city.
<p>
The Council is judge, jury, and executioner for those of the Supernatural. They meet once a month and in times of emergency and/or when the Covenant is in danger of being broken or has been broken. It is a partnership that has worked since the beginning of the city's being.

<p>T</p>here are certain immutable laws that you just don't break. Gods cannot interfere directly in mortals lives unless it is to restore a balance in the world. And gods can only act through champions and give them advice or tools to complete tasks that help to restore the balance of good and evil in the world.
<p>
The gods themselves will fight against those that try to force them or others to break these immutable laws. If a balance is upset, they are allowed to give a little extra help to the side that is sorely lacking.
<p>
The Fates can be called upon to try and sway things in the favor of one's choosing. You have to pay the steepest of prices to call upon even one and even then, they can only be called upon once as when they are called upon by a certain spell, they are bound to do the bidding of the caller (unless they're not in a protective pentagram or circle; in which case, they can tear the caller apart for daring to call them).
<p>
So far, there have only been three people to have called upon them and the secret to do so has since been hidden away by guardians. Typically depicted as three sisters that share one eye, they weave the tapestry of life and snip the threads that signals the end to one's story.
<p>
The sisters (aka the Fates) have been known to show up individually on their own to sort of spice things up. Well, that and to nudge things in a certain direction. This can be based on the need to balance scales or try and influence the future a bit. While it is frowned upon to try and influence the future, they still will occasionally do this.

<p>T</p>here are many types of Sidhe of all sorts of shapes and sizes. They are known as the Fae, fairies, and so on. They are divided by Winter and Summer (aka Unseelie and Seelie). The courts are ruled by queens. Summer is ruled by Queen Titania while the Winter court is ruled by Queen Mab.
<p>
Tir Na Nogg is where the Fae courts lie. The Sidhe queens hold court on Earth during each half of the year, hence the turning of the seasons. While they hold great power, they cannot directly interfere with human lives on Earth except through champions and proxies. This is due to the fact that they are so extremely saturated in magic and power, being the Queens of the Sidhe Court, that humans who come in contact with them for too long can become quite mad and lose their minds or even change and become twisted as they become addicted to their very presence.
<p>
The Sidhe can be fickle though and their appetites can be quite voracious. It's not just the queens that have to be careful of the lovers they take. Any regular human who takes up with the Fae runs the real risk of becoming addicted to their Fae lover. If a Fae loves a human though, truly loves them, there are ways for them to be together. However, it does have to be true love.
<p>
Magic comes as easily to the Sidhe as breathing. They are incredibly graceful and light on their feet. They can be lightning quick and can be incredibly strong too (or at least stronger than a regular human of their size and weight). Their strength can vary depending on the type of Fae though, but most agree that the Fae are stronger than humans.
<p>
Also, the Fae cannot tell a lie. They can get around it by omitting truths or answering in round-about ways, but they can only tell the truth. Halflings (the product of a Fae and human coupling) are able to lie. They can be almost as powerful as a regular Sidhe, however, due to their human heritage, they cannot exactly completely match their full-blooded Fae counterparts unless they are in the office of Fae Knight (aka Winter's or Summer's Court champion). They are generally looked down upon as half-breeds though in Tir Na Nogg and are not always acknowledged by their parents if they decide to stay at court.
<p>
Those of the Winter Court are drawn more to darkness and cold. Many of the creatures that are associated with the villainous supernatural Fae in fairy tales are from Winter. They don't think of this as a bad thing, per se. In fact, they are very proud of their reputation. They do not feel that being feared is bad, but rather feel that it is another form of power to be harnessed for their own purposes.
<p>
The Court of Summer is the opposite of Winter though in that they are associated with heat and light. They prefer to be loved rather than feared, feeling that love is the most powerful of all. Don't think that this makes them pushovers though. They can be the most fierce of forces that you can tangle with. And like all the Fae, they can have ulterior motives for being loved too. One can love someone and not suspect the knife coming.
<p>
There are differences between the Queens too. Queen Mab is ruled by her mind rather than her heart. Cold hard logic tends to be what she looks at and goes with every time. Queen Titania is ruled by her heart. Emotions and heated passions are Queen Titania's jam. Those are the differences between Mab and Titania.
<p>
One more thing. Those Fae, be it halfling, or full-fledged Sidhe, etc, that are born and raised on Earth can choose the Court that they belong to. Once their powers manifest around puberty, they are taught about their heritage and trained to handle their abilities. It is on their 18th birthday that they undergo trials to make sure they can handle life within the Fae world. They are also given the choice between Winter and Summer. Once they have chosen, they cannot change sides.
<p>
Sometimes, Fae or halflings can slip through the cracks though. Though it is rare, they, once found, will be given a quick tutorial, and undergo the trials. The trials are, like most Fae things, life or death. If they survive, they are given the choice between the courts. Since the Queens cannot be in every city at all times, they have proxies in each one instead to keep up with their interests. The proxies tend to be of the nobility of court. The office for Winter is the Winter Baron/Baroness while the office for Summer is the Summer Baron/Baroness.

A secret government organization that tried to create their own psychics. Subjects were bred in a military lab using specific DNA and genomes to create not only a super soldier, but one with psychic powers that would be able to enhance their odds at defeating their enemies.
<p>
Children weren’t given names, but instead designations. Alpha 1, Omega 6, etc and so on.
<p>
The base was located in an undisclosed location, far from any towns or cities. This way they could be trained without worry of anyone accidentally stumbling in on them. Area 51 without the aliens. Cross the fence, and you were shot on sight.
<p>
The children within The Syndicate were raised in a ruthless manner. The ones who washed out—meaning they didn’t develop powers or couldn’t hack it, disappeared never to be seen again. Most likely dead.
<p>
The ones who developed cognitive abilities and showed promise were experimented on in various and horrific ways. The ones who survived often had their abilities enhanced in some way, or their minds broken. Most Syndicate children carry mental and physical scars from the abuse and the forced use of their powers just to see how far their limits could be pushed.
<p>
Most of the time, by fourteen, those who hadn’t washed out of hardcore military training and psychic experimentation were sent out on missions, often times to either capture supernatural entities or put them down. They always had to come back with a body for study.
<p>
Five years ago, after an op went wrong the government decided that The Syndicate had become a dangerous and expendable asset that needed to be extinguished. They brought in exterminators, taking out the labs, the younger children, the older soldiers all of them.
<p>
However, walking into an elite camp of psychic super soldiers isn’t without a fight—and several escaped, disappearing to live among the mundane populace, hidden from those who would otherwise want them dead.
<p><p>
Cortez — Compound General. Ran everything from top to bottom ensuring a smooth operation—until it all went south. Status: Terminated.
<p>
Becket – High ranking government official who took an interest in some of the more powerful kids of The Syndicate. Status: Unknown.
<p>
Wallace—Doctor in charge of experimentation, forcing cruel procedures on the kids to enhance their psychic abilities. Status: Covertly working in an upscale Science lab under a new identity.
<p>
Jenkins—Captain in charge of training soldiers. Was responsible for every unit within the syndicate, daily ops, and more. Status: Terminated.

Supernatural Mafia Underworld

The supernatural realm isn't the only thing that'd rather stay in the dark. There are shady dealings going on behind the scenes of Santa Barbara that aren't exactly legal and it's the supernatural folk that run these shady schemes. There are three crime organizations and they're divided by the main three groups of supernatural creatures that are prominent in town: Witches, Vampires, and Werewolves.
<p>
There have been little feuds here and there between the various factions. They tend to get resolved pretty quick though, thanks to a committee set up to settle grievances. There's a new power though that's been muscling into all of their territories. They've been a bit subtle so far, but sooner or later, they will slip up and then the crime syndicates will smash their opponent for daring to dip into their businesses.
